SERVICES PROVIDED
UA offers a full range of public involvement and community relations
consulting services to help clients deal more effectively with their public and, as a
result, significantly improve the implementation record for their plans and projects. To
help clients accomplish this goal, UA ....
- Provides clients with orientation in consent building, the proven public
involvement strategy we use to achieve the agreement needed especially from tough
opponents to secure timely project implementation.
- Provides coaching and technical assistance in the practical application of consent
building and the effective use of public participation programs as a project
implementation tool.
- Designs public involvement programs. This service includes the preparation of public
participation plans which identify the public involvement needs that must be met to
achieve agreement among key stakeholders, and the most appropriate techniques and their
timing for meeting those needs.
- Prepares project implementation analyses to: (1) identify elements which increase a
projects vulnerability to being stopped (vetoed); (2) evaluate a given
projects overall implementation prospects; and (3) recommend the most effective
actions to improve the possibilities for public acceptance and achieving timely project
implementation.
- Identifies key publics and potentially affected interests (PAIs) as part of the
development of comprehensive project mailing lists and "smart" databases.
- Conceptualizes and creates public information support materials such as:
- brochures
- newsletters
- direct mailers
- news releases
- media spots
- fact sheets
- visuals including overhead, slide, PowerPoint and video presentations
- Develops, implements and manages multi-media public information campaigns for municipal
bond elections and ballot measures.

important project milestones and events, thereby reducing client vulnerability to
"failure-to-notify" accusations by the public.
- Develops, implements and facilitates a wide range of public involvement techniques such
as scoping meetings, focus groups, panels, workshops, etc. intended to inform stakeholders
about alternative planning options, identify their preferences, concerns and areas of
agreement/disagreement, and promote the search for consensus.
- Develops public outreach programs to inform target populations about possible actions,
project alternatives, etc. which could affect them.
- Designs and implements special techniques to promote the resolution of issues and
conflicts between project sponsors and their public or between polarized interests within
the public. This component includes collaborative decision making process design and
management and conflict resolution/mediation services.
- Prepares Feedback Reports which summarize input received from the public at meetings,
workshops, etc. and document how that input was used in subsequent project planning and
decision making. These reports are routinely mailed back to stakeholders within a few
weeks following each public consultation event
- Develops and manages community relations programs to inform and assist populations
potentially impacted by a project once it has reached the construction phase.
